I mean he already had a job/apprenticeship And though not really a thing when this movie seemed to take place, it used to be a really common way to deal with what seemed like the growing orphan problem. And if so, why didn't the movie say it? Becuase it makes a shitton more sense for the Magician to just have been his boss rather than family. Family in care bears normally aren't assholes to the point that guy was. Don't even think he apologized.
