Not only Quark would likely suffer a huge backlash, enough to risk bankrupcy, but the entire USA would see the most patriotic thing after the Star Spangled Flag and the Apple Pie publicly denounced as little more than a scam. The public wants their "hero of metal hues", not a dude in a suit, as far as impressive the suit is.

In addition, the Big Guy requires a lot of secondary and tertiary hardware (as well as a full pit crew) to maintain. Rusty, on the other hand, just needs some power-down time to recharge his batteries and can effectively patrol the city at all times. And his entire maintenance department is one scientist (admittedly a very brilliant scientist, but still one person nonetheless).
