** They debuted him as arevolutionary robot with state of the art AI. If they go back on that and reveal it was all a lie it would be a PR nightmare. And as we have seen many times, good PR is more important to Quark (or at least, to Donovan) than actually, y'know, improving the world.

** For the exact same reason they can't tell Rusty who Big Guy is really is. PR, plus the fact that the BGY-11 is shown to be the beloved symbol of America itself. Not only Quark would likely suffer a huge backlash, enough to risk bankrupcy, but the entire USA would see the most patriotic thing after the Star Spangled Flag and the Apple Pie publicly denounced as little more than a scam. The public wants their "hero of metal hues", not a dude in a suit, as far as impressive the suit is.

* The premise of the show really confuses/annoys me. Why. The heck. Keep the Big Guy "merely" being PoweredArmour a secret? I mean for the love of Mike! Its not just a "fancy tank"! The public would accept both options either way, and you could easily explain it to Rusty in a way that wouldn't blow his emotional grid up.

** The primary reason is likely that the BGY Commission wanted a replacement for Big Guy as Lt Hunter would eventually have to retire or die of old age and his own human needs (such as sick days, vacation days, off time) means that he's not truly able to be a round-the-clock hero. In addition, the Big Guy requires a lot of secondary and tertiary hardware (as well as a full pit crew) to maintain. Rusty, on the other hand, just needs some power-down time to recharge his batteries and can effectively patrol the city at all times. And his entire maintenance department is one scientist (admittedly a very brilliant scientist, but still one person nonetheless).
