The people organising the walker hunters make it quite clear that "fighting, stealing and sexual deviancy of any kind" are forbidden. When Daryl and Juno fight they are immediately taken to the prison ship in what is basically a death sentence. The organisers were able to have experienced survivors hunt the undead with the bonus of being able to take them as zombie food if they crossed the line. Best of both worlds.
