The reason is that Ludwig is usually saved for last in the platformer games and usually has the most elaborate fight out of the Koopalings. In Color Splash, he's the 3rd boss. This is likely a minor evolutionary holdover as Koopa descended from ''Tyrannosaurus rex'' who were known to have relatively small arms kept close to their bodies.
