There's no indication that he's lying, making this WMG. And the point of these sequences is to show that he's not as clever as the 11. He uses prosaic methods like jumping over lasers and using a gun to mug Linus, but the 11 always have a much more clever solution and stay one step ahead of him.

It becomes a lot harder to root for Danny's crew once you realize that little stunt probably killed dozens, if not hundreds, of people. Danny specifically states he wants an EMP that could knock out "all of Las Vegas". That's exactly what they get. They also take into account that the casino has backup generators. Admittedly, it only lasts around a minute. Not sure how scientifically accurate that is, but for the world of the film, they somehow manage to knock out ALL the power in Las Vegas for around sixty seconds.

** Also most hospitals are equipped with generators in case of a power failure. Otherwise people would die every time there is a thunderstorm.
