In the movie Bob tackles ToBeLawfulOrGood at the beginning, Buddy's tunnel vission nearly causing a disaster and wnding in the ban, Syndrome's evil coming from what was proven to be a justified refusal to indulge him, and his desire to avoid hurting others being at odds with others wanting to help him. Fake villains give those clear cut answers , doing evil for reasons that are justified by them being a convenient social target. One most likely couldn't get that from actual villains.

* Having to make up the villains probably served two purposes in universe. It would have discouraged the actual villains from attacking the show if they disliked their portrayals, and avoided the issue of whether adapting the criminals who likely had body counts to their name to animation was in good taste or not.
