** My assumption is that said monsters were probably going to be ravaging ''anyway'' and the kings were just setting it up so that they'd get something out of it when it inevitably happened. There's also the fact that all things considered, most of the "monsters" aren't really as bad as their role in the story would imply. The dragons are a good example; they kidnap princesses, yeah, but none of the princesses we see in that situation really have it all that bad. It's likely that the whole "ravaging the village" consists less of RapePillageAndBurn and more "go grab the princess and maybe kick over a few haystacks on your way through".

** They removed the insubstantiality before they transferred the spells-- they just barely got that bit off in time, before they got the notion of moving the spells to Vamist. It was after they tried to get the insubstantiality off and barely succeeded that they realized that removing the rest of the spells would be more work than they thought.
