Spec Ops is far more about mocking the audience and being generally anti-violence by showing those participating in it really justify to themselves to be violent - Hardcore Henry revels in it, and while the viewer/PC is deceived, it's not by their choice, and it's by a decidedly very evil man. The POV characters also never slaughter civilians.
