While yes, they can change the flow of battle dramatically, it relies on a substance that only the ''Normandy'' can acquire, it's impossible to give them to an adult, and the only option they have for creating them (in-utero exposure to Element Zero) would take far too long to get them the army of Biotics they'd desire. This is especially important since according to the Joint Chiefs, the Covenant is ''very'' close to winning the war.
