This is all ignoring the fact that not only did Natsumi [[KickTheDog intimidate Mahiru for years for no good reason]], but she also showed herself to be quite [[BullyBrutality willing to physically assault people (as Sato can testify from the scars she bears)]] plus she's part of a family of criminals, so Sato probably couldn't tell the difference between a bluff and a real threat from Natsumi to kill her and get away with it (as Natsumi's brother Fuyuhiko does later).
