He can harm Kiryu sure, make him bleed a little, but in a straight fight, his lack of skill makes it easy for Kiryu to pummel him to submission and cutscenes wise, he clearly doesn't land any more hits apart from the one he dealt when Kiryu couldn't fight back, as there was no other injury on Kiryu's person apart from the wounds he had suffered before the battle starts.
