it was never stated that Hybrids get half werewolf powers . It is stated they get combined powers and weaknesses of both raises as well as benefits. Combined meaning like Klaus enhanced werewolf savagery and strength. Which is why Klaus offer was originally attractive to Werewolves. Full werewolf strength and ferocity ( like a moonlight ring ) with added vampire power making them more powerful then a werewolf with a moonlight ring because a) they have full wolf strength like those with a moonlight ring and b) a hybrid gets added vampire power to add on top of them. Not only that Haley part of a pack and shares here genetic advantage with them as she and Jackson where alphas of the pack. So forgot about the powers do not apply as Haley simply was more powerful then Francesca.
