it was never stated that Hybrids get half werewolf powers . It is stated they get combined powers and weaknesses of both raises as well as benefits. Combined meaning like Klaus enhanced werewolf savagery and strength. Which is why Klaus offer was originally attractive to Werewolves. Full werewolf strength and ferocity ( like a moonlight ring ) with added vampire power making them more powerful then a werewolf with a moonlight ring because a) they have full wolf strength like those with a moonlight ring and b) a hybrid gets added vampire power to add on top of them. Not only that Haley part of a pack and shares here genetic advantage with them as she and Jackson where alphas of the pack. So forgot about the powers do not apply as Haley simply was more powerful then Francesca.

* ForgotAboutHisPowers: Werewolves with Moonlight Rings are supposed to not only control their transformations but have complete access to the full power of their condition, to elaborate, a werewolf in its werewolf form is stronger than any non-original vampire that has been seen thus far in both shows, four of them can even take down an Original and two in human-form, wearing the rings took down Elijah. Jackson mentions how the rings will allow them to access their power, now if a wolf form werewolf is stronger than any vampire no matter the latter's age, then a moonlighting wearing werewolf should be able to handle a newborn Hybrid easily, Hybrids only get human-form werewolf strength to go with their vampire one, not the full power unless their turn.
