A Nazi official from Berlin, he travels usually under the assumed name of Swedish businessman Victore Baynes. He knows Tagomi from way back.

* MrExposition: Serves as this in providing Tagomi (and the audience) on what's happening in Germany.
* PassFail: Wegener is Jewish and has undergone plastic surgery to make himself look more "Aryan". An ever-present theme in the book is, at which point do you become what you're pretending to be? Although he may have been lying about that, to mess with Lotze. Or was he?
* PreventTheWar: Agrees with Tagomi that they should prevent a shooting war between the GNR and the JPS.
* PunchClockVillain[=/=]AntiVillain: Like Tagomi, he never really does anything evil throughout the course of the book, but given who he's working for, he qualifies as this.
