He's the one who ordered the Castellanos' house burned down all those years ago to abduct Lily and make her the core for their new and improved version of STEM: Union. After the core suddenly disappeared within Union's systems, the Administrator has Kidman enlist Sebastian's help in exchange for being reunited with his daughter, but it is clear that he has much more sinister goals in mind.\\
