Not only does Rhombulus lose the High Ground due to endangering civilians with his scheme, Globgor was only imprisoned in the first place as a result of a conspiracy Rhombulus was apart of, making it a false imprisonment. Add on to the fact that Eclipsa freeing Globgor would only be a breach of trust to the people of Mewni rather than anything overtly evil, and Rhombolus has no ground to stand on.
