While he is willing to use Hunter Killers to help Osborn capture both Spider-Man and Scorpion, he seems to mostly do this out of the desperation due to General Slocum giving Oscorp only week to prove that they can develop a working serum or they are going to use the contract to Quest Labs instead with could have bankrupt Oscorp. He also is slightly uncomfortable with the plan of capturing Scorpion, to the point that Norman has to scold him into doing it.
