Gameplay-wise, this is likely because exiling her to Solitude would've disrupted her involvement in the Thieves Guild questline, but in-universe it just serves to emphasize how her [[ScrewTheRulesIHaveConnections connections]], sway with Jarl Laila and [[IOwnThisTown influence on Riften's economy]] have made her truly untouchable.



** If one didn't become Thane before the Imperials took the Rift, she won't offer the player the chance to complete "The Raid" and then become Thane if they don't have high enough favor with her, fearing the player might attempt to become TheStarScream and take her place. This is in spite of the fact that if it wasn't for the Dragonborn's actions, ''she wouldn't be Jarl in the first place''. For comparison's sake, with the exception of Vignar Gray-Mane[[note]]only because the player becomes Thane of Whiterun though the main quest[[/note]], all the other replacement Jarls on both sides will still allow the player to become Thane after they take over[[note]]and in the cases of Thongvor, Brina, Kraldar, and Brunwulf, they'll let you skip the quest the Jarl they replaced would've required you to do beforehand[[/note]] - and while Vignar does strip you of your title after he takes over, he at least gives you a chance to earn it back by buying Breezehome and helping the people of Whiterun.
