Her objectives have always been to secure virus samples for whoever is paying her, and Leon just happens to be an incidental figure who keeps crossing paths with her and being an asset to her missions somehow. Her feelings towards him are also not explicitly stated to be "love" but more of conflicted affection between manipulator and pawn.
