Sigh...more of this Big Bad vs Arc Villain BS again. Look, Big Bad is the villain who causes the conflict of the story, not an Overarching Villain.

to the war Director during ''Reconstruction'', where they alternated reading memos directed at each other during the start of each episode. The Chairman leads a committee to review what has occurred with the [[ScaryDogmaticAliens Covenant]], Earth (and human-controlled space) was undergoing a civil war between Freelancer Project, mostly to find out how it can have multiple [=AI's=] when they were only given one. Although he starts off calm and friendly in his dealings with the UNSC Director, he soon becomes hostile when he realizes that the Director is stalling for time and a coalition avoiding answering his questions. In the end, he informs the Director that he is under arrest and that entirety of rebel groups, the moral codes for dealing with [=AIs=] are being re-written due to the control of human colonies. Incidentally, it was during this civil war Director's actions. All his interactions with Tucker initially seemed to be an attempt to make him into a better soldier and leader, and to accept the grim realities of war. He even goes out of his way in his ReasonYouSuckSpeech to mock Tucker for what he did as a member of the New Republic.
* SarcasmFailure: The key point in his VillainousBreakdown is that he completely loses his cool, sarcastic demeanor, and simply says his own IllKillYou.

Everything he does is in line with what will benefit ''him'', even allying with someone he hates (Locus). He appears to lack regard for human suffering, flippantly saying he'd nuke the planet from orbit as if it was deciding to buy pizza, and says how if the inhabitants killed each other, "well, that's just a tragedy" as if it's a joke. In addition, he blatantly admits and displays that he does not care for the lives of others.
