It also helps that he never beats them in a battle.

rose is not bede's adopted father. he'd probably be up there with Lusamine and Ghetis if he was an actual parent given his lack of thought about him, but the game treats rose as a sponsor while only bede is projecting a fatherly image onto him

It's especially egregious considering Leon is a well-experienced trainer by this point, and should be aware that at least battling it a bit longer would've upped his chances of catching the beast, especially since he attempted to catch it with a [[RefugeInAudacity regular Poké ball]].
