They fight in unison, proving to be a dangerous combo for Nami and Gan Fall. Hotori has a Flame Dial and an Axe Dial while Kotori has an Impact Dial and a Flavour Dial. They fight combining their dials and using their identical appearance to confuse their enemies.

He's quite strong, as he defeats multiple Shandia warriors by himself. He fights along his master, Ohm, and they prove to be a dangerous couple.

* BlindObedience: Exaggerated. While it's not strange for a dog to obey his master, he even obeys Zoro's accidental order to "stay put". The swordman exploits this ordering him to knock himself out.

10,000 meters above the sea, some people have, against common sense, managed to live on solid clouds (forming the White Sea) and adapted to the oxygen-poor environment. These people, recognizable by the small wings on their back, used to mind their business in Skypeia until 400 years ago, half of Jaya where the Shandian lived was blown up into the sky, starting a war to defend the homeland for one side and to exploit the coveted earth (called "vearth") for the others as it is essential for agriculture in the sky. The war actually continued until Enel and his goons came and took the Skypeia's throne for himself, only to go away thanks to the Straw Hats.

A knight who was once "God" of Skypeia but was dethroned by Eneru. After which he patrols the kingdom as a knight to secure as much of its safety as he can from Enel's megalomania.

* FailureKnight: He became this after he got overthrown by Enel, trying to keep his subjects secure in his own way.

* ReasonableAuthorityFigure: Unlike Enel, he's aware that "God" is supposed to just mean being the leader and watcher of Skypiea, and he also has peaceful talks with the Shandian chief.

The tyrannical "God" of Skypiea. After eating the extremely powerful Rumble-Rumble Fruit (''Goro Goro no Mi''), a Logia type fruit that allowed Enel to become and create lightning, he began to [[AGodAmI believe that he was literally a god]] and usurped control of Skypiea from its rightful ruler.

* ArtisticLicensePhysics: While Rubber is indeed an insulator, there is a limit to how much electricity it can take- and several hundred million volts is ''way'' beyond that limit, and the searing heat alone should have left Luffy a charred corpse. In other words, Enel ''should have won''. The only reason he doesn't win is that Luffy's rubber body [[AcceptableBreaksFromReality isn't just a conventional kind of rubber]], but a strange, Devil Fruit super rubber beyond what humans can manufacture, much like Wapol's unique Wapometal.

* AxCrazy: Casually murders a lot of people, including his [[BadBoss own men]], because he's playing a "Survival Game" of his own invention. In fact, Enel is probably the most legitimately insane character in the series: he has a god complex despite knowing that his powers come from a Devil Fruit, he deems other people "mortals", and his ultimate plan is to destroy Skypiea simply because he finds its floating in the sky too unnatural while he heads off to the moon because he believes it's his personal Promised Land.

* BelievingTheirOwnLies: While knowing that, in the Sky Islands, "God" is merely a title for an island's leader, Enel's [[ShockAndAwe Lightning-based Rumble-Rumble Fruit powers]] combined with the near-omnipotence granted by his enhanced mind-reading Mantra ability convinced him that he truly is divine.

* GetBackHereBoss: Non video game example. After learning Luffy is immune to his attacks and can actually hurt him, Enel quickly knocks him off the Maxim. The rest of their "fight" consists of Luffy trying to get high enough to hit him.

* LackOfEmpathy: Enel cares only about himself; everyone else is no different from a common rock as far as he's concerned.

* LightIsNotGood: The color of Enel's lightning (yellow in the manga, bluish-white in the anime) are normally good guy colors. He also wears a lot of white and considers himself to be God.

* NonStandardCharacterDesign: In terms of humanoids, he has enormously elongated earlobes. In terms of Birkans, the race he hails from, he has no wings, just a giant magtama ring sticking out his back where wings would be. Some of the fandom is inclined to think Enel once had wings, but something happened that caused him to strip him of these wings and [[StartOfDarkness make Enel end up the way he is now, all hedonistic and god-complexed.]] At least one fanart out there tries to visualize this.

* ScissorsCutsRock: While Luffy's RubberMan powers make him immune to Enel's powers, Enel is able to find ways to hurt Luffy by using electricity indirectly, culminating in his tossing Luffy overboard with a gigantic gold sphere attached to his wrist serving as an anchor.

* SortingAlgorithmOfEvil: Completely subverted. He is one of the most powerful villains ever introduced in ''OnePiece'', easily dispatching every single opponent he went up against with no effort whatsoever, and would have a bounty of 500 million Berries if he were a pirate, more than any other known non-New World pirate. The only reason Luffy doesn't die instantly is because he's a RubberMan, and thus immune to Enel's powers.

* StoryBreakerPower: Enel not only can turn into electricity, he's able to sense every being in Skypiea, phases through most attacks, has instantaneous movement over several kilometers, and can form attacks powerful enough to leave meteor-sized craters as collateral damage. And his Mantra allows him to predict an enemy's movement and strategies to beat him before they can even see him. In fact, Eneru was so ridiculously powerful that the story had to let him get away with his master plan to travel to the moon just so he could be PutOnABus (though fortunately his secondary goal to destroy Skypeia on his way out was ultimately foiled.)

* WhereIWasBornAndRazed: Enel came to Skypiea after destroying his home island of Birka.

The main mooks are soldiers wearing goat-like features and armed with the deadly [[RazorWind Axe Dials]]. The Leader of the army is the gargantuan Yama. The four high priests (or vassals in the edited dubs) are Gedatsu the "Sky Boss", Satori the "Lost Forest Priest", Shura "Skyrider" and Ohm "Skybreeder".

Enel has gathered around him four unusually strong individuals, all powerful, rather quirky, and above all, dedicated to jis cause. Those four warriors, called the four priests, are currently overseeing special "ordeals" meant to test newcomers and see whether those newcomers will go with "God" to the Fairy Vearth. Using unique combat techniques and possessing the "Mantra" giving them a small prediction power in combat, the priests proved to be fearsome opponents for the Straw Hats, at the time not familiar with Haki.

* TheExile: Save for Gedatsu, after Enel's defeat they are all exiled in a desert cloud along with Yama.

* TeethClenchedTeamwork: They despise each other, to the point no one is saddened or angered by Satori's defeat, and work together only because they're all Enel's subordinates.

One of Enel's priests and the one in charge of the Ordeal of Iron, which has a survival rate of 0%. In the ordeal, the victims are trapped in a cage of thorned iron cloud strands. On the ground there are multiple pressure plates that, when stepped on, cause the dials to eject barbed wires of clouds which shred the victims. If the traps don't do the job, Ohm himself deals with the victims.

* BaldOfEvil: He lacks hair and is the most dangerous out of Enel's priests.

* CombatCommentator: While fighting during the last part of Enel's survival game, whenever someone is defeated, he shouts the number of remaining combatants, counting even the animals.

One of God Enel's priests. He runs the Ordeal of String, which has a survival rate of 3%. In his ordeal, the criminals are tied by almost invisible cloud strings placed by the priest and then finished off. He is cruel to every transgressor and believes that for every crime, someone has to pay, regardless if said person committed the crime or not. He's also very confident of his abilities.

One of God Enel's four priests. He runs the Ordeal of Balls, which has a survival rate of 10%. In his ordeals the area is filled with "Surprise Balls" (''Bikkirutama'') which, while all identical, each have a different trap, from an explosion to a giant crab.

One of Enel's priests. He runs the Ordeal of Swamp, which has a survival rate of 50%, the highest out of all the four ordeals. In his ordeal, there are many sinking clouds and he throws purple clouds on his victims' heads, causing them to drown.

* HeelFaceTurn: In his introduction he's one of Enel's four priests and a BadBoss toward his subordinates but, during his mini-adventure, he helps a guy he just met to build a hot springs resort.

The commander of the divine soldiers. He's fanatically devoted to Enel, even moreso than the four priests, yet, at the same time he has no respect for the world around him, as seen when he fights without caring about the ancient ruins he's destroying.

* TheExile: After Enel is defeated and is no longer the God of Skypiea, he's exiled on a desert cloud with Satori, Shura and Ohm.

* TheFundamentalist: He's completely devoted to Enel, to the point of calling out the priests for fighting in his temple.

* KickThemWhileTheyAreDown: To them, it doesn't matter if Sanji and Usopp have been already knocked by Enel's thunder, they still have to pay and the twins literally kick them while they're unconscious.

The elite fighters of the Shandia tribe, they're at war against God Enel and his army in order to take their land back from the Skypiean.

* BadassCrew: They're all formidable fighters who can easily deal with Enel's mooks.

* BrokeYourArmPunchingOutCthulhu: He defeats Enel using the Reject Dial, which causes a lot damage to him (considering a double use is normally fatal, he gets away pretty good). However Enel quickly restarts his heart after their battle, meaning Wyper had almost killed himself for nothing.

* {{Determinator}}: The Reject Dial is said to be able to severely harm (if not outright kill) the user when it's used. Dude uses it ''3 times'' trying to defeat Enel and he still survives, although with almost all of his bones broken.

* DidYouJustPunchOutCthulhu: Manages to actually catch Enel by surprise and ''kill'' him through the use of the deadly Reject Dial. Unfortunately, Enel can revive himself using his powers as defibrillator.

* KnightTemplar: He will destroy anyone who stands in his way in order to Ring the Bell of Shandora, even those who haven't done anything to him. He gets better after Luffy rings it and defeat Enel.

She is very kind, and has a deep relationship with Aisa, comparable to that of two sisters. She's also loyal to Wiper and, although she considers him too violent, she understands his good intentions. However, at the same time, she's not afraid to protest his decisions. After Enel is defeated, she also becomes good friends with Conis and they even open a restaurant together.

* MadeOfIron: Enel's mighty thunder knocks her out just for a few minutes, after which she's already back standing up.

He's one of the strongest Shandians, to the point that even ''Enel'', of all people, praises him, despite not being even close to his level. His weapons are a simple spear and a Burn Blade, which consists of a flaming sword created by a dial.

* BladeOnAStick: His main weapon is a simple spear, which fits in the tribe's native-theme. He uses it to pierce Enel's head but, unfortunately for him, [[ElementalShapeshifting the latter has eaten the Rumble Rumble Fruit.]]

* CurbstompBattle: The only reason he lasts so long against Enel is because the latter gives him five minutes to do whatever he wants. After the time is over, Enel quickly dispatches him.

* WorthyOpponent: Downplayed, since he never consider anyone his equal, but Enel praises Kamakiri's fighting skills and even gives him five minutes of time to attack him however he wants. [[NoSell Of course, Kamakire cannot hurt Enel in any way.]]

* CombatClairvoyance: All of them, thanks to Mantra, which is how they call Observation Haki. They are also the characters who introduces the concept of Haki, albeit under a different name, and this make them tough foes for the Straw Hats.

The four high priests (or vassals in the edited dubs) are Gedatsu the "Sky Boss", Satori the "Lost Forest Priest", Shura "Skyrider" and Ohm "Skybreeder".
