Cipher Pol Number Nine, is a group of secret agents with superhuman skills Aigis Zero, the most elite and great powers. They are all masters of Rokushiki, or "six powers,"; six martial art techniques that turn an ordinary human superhuman. On top of this, almost all of them are Devil Fruit users. They reside in Enies Lobby. The actual president is Spandam. They were charged with the task of finding the [[AncestralWeapon Pluton's]] Blueprints and capture Nico Robin. Their actual members are: Spandam (Doriki: 09), Rob Lucci (Doriki 4000), Kaku (Doriki 2200), Jabra (Doriki 2180), Blueno (Doriki 820), Kumadori (Doriki 810), Fukuro (Doriki 800) and Kalifa (Doriki 630). The rookie member, Nero, was slain shortly after his appearance by Lucci after he was defeated by Franky.

In the aftermath of the Enies Lobby Arc, the groups failure to stop the Straw Hats lead to them being expelled from
powerful Cipher Pol unit of the World Government. Very feared and hunted down. influential, they work directly under the World Nobles. It has however been revealed that during the TimeSkip, some members of the group somehow [=CP9=] got back in the good graces with the government World Government and were promoted to Cipher Pol 0, an even more top-secret unit. Among its membership now includes Stussy, who operates in the criminal underworld undercover as the "Pleasure District Queen".

His biggest one occurs when he figures out that not only did the Buster Call completely fail to eliminate the Straw Hats, but that he is now at the mercy of a ''very'' angry Robin, and that she gives absolutely zero fucks about being nice.
** Gets another one during the [=CP9=] cover story, when, after blaming the entire incident on them and getting them declared criminals by the World Government, he gets a call from an understandably upset Rob Lucci stating they're coming for him. And remember, they're a group of elite assassins who, thanks to Blueno, can come out of thin air and are led by a guy who almost killed Luffy through physical force alone.

* RightHandCat: Funkfreed mostly serves as this in peacetime, as Spandam will usually let it wander around the office in full elephant mode, eating whatever it likes while he uses it as a sounding-board for his EvilGloating. But when shit gets real and the Straw Hats actually get within breathing distance of him, he tries to use it as a RightHandAttackDog instead... emphasis on ''try''.

It has however been revealed that during the TimeSkip, some of the group somehow got back in the good graces with the government and were promoted to Cipher Pol 0, an even more top-secret unit. Among its membership now includes Stussy, who operates in the criminal underworld undercover as the "Pleasure District Queen".

While it's not hard for people (both in-universe and out) to hate Spandam, Franky is the most vindictive toward him to the point that he eventually uses Funkfreed to curb-stomp Spandam.

Unfortunately, his son inherited all of his qualities ''but'' the standards.

Lucci didn't just think the soldiers he killed being taken hostage was [[YouHaveFailedMe inexcusable]] or that killing Robin was [[NecessarilyEvil necessary]]; he honestly thought the soldiers' weakness and Robin's very ''existence'' were both '''unforgivable sins.'''
* BloodbathVillainOrigin: His first mission as a [=CP9=] agent was given to him when he was only thirteen years old: to save some hostages from pirates. Unfortunately, he killed not only the pirates but all the hostages as well, because they were getting in the way/didn't deserve to live. And he got a nasty-looking scar on his back in the process, which coincidentally looks like the World Government flag.
* BloodKnight: While serving the World Government comes first, Lucci wishes no other reward for his service than the blood of their enemies. He almost never actually smiles unless he's in the middle of battle, and even allows Gonbe and Chimney to trail Spandam's group so that they will lead the Straw Hats right to him.

And the second time via Luffy's Jet Gatling attack, which, combined with Lucci's already exhausted state, hits so hard and fast that his Tekkai ability fails him on impact and results in Lucci knocked into and ''through'' a wall of the building Luffy and he were fighting in. Knocking him out completely in the process.
* SadisticChoice: When he breaches the Tower of Justice and allows it to flood, knowing that the waters would reach the Straw Hats, he gives Luffy the choice of going to save them (and drowning in the attempt) or fighting him, which would give them a slim chance of survival. Luffy rebuffs him saying they'll survive anyway, and if he goes for them, Lucci would kill them anyway.

He also has eaten the Cow-Cow Fruit (''Ushi Ushi no Mi''), Model: Giraffe and can turn into a Giraffe-man, but despite his ridiculous appearance, he's still as much powerful and dangerous if not more so.\\\
