In reality, all he cares about is killing people and he knows serving a corrupt and brutal regime allows him to kill with impunity.

* UncertainDoom: Lucci kicks him off the Puffing Tom, into the sea, after he loses to Franky. It's unknown if he survived or not.

* TheStoic: He does not let his emotions get the best of him, unless he's fighting.
* TookALevelInBadass: Not that he wasn't badass already, but he becomes even more so after the TimeSkip, since [[spoiler:he joins CP-0, the strongest Cipher Pol unit]].
* TheVoiceless: He initially appears as a ventriloquist, "talking" through his pet bird Hattori without talking himself. After TheReveal, he talks normally, averting this trope.
* WakeUpCallBoss: While not as overt as Smoker or Crocodile, Lucci was the one that made Luffy realize he needed to get stronger and explore the possibilities of his Devil Fruit more.
* WhyDontYouJustShootHim: For a ruthless killer, he has a surprisingly poor grasp of the fact that just leaving your targets disabled, trapped, and awaiting excruciating death ''never works''. Justified since sparing the crew was part of the deal he struck with Robin.
* WhyWontYouDie: Non-verbal example. After Lucci hits Luffy with his strongest attack for the third time during their fight. He thinks he has ended it and leaves Luffy to fall...only Luffy doesn't. And when he turns to see Luffy still standing and raring to continue, his expression is clearly wondering this trope.

* YouShallNotPass: Complains about Luffy not giving him the chance to say this in regards to passing through a door behind him to save Robin.

* ZeroPercentApprovalRating: No one likes this guy, even his own subordinates don't respect him.
* AmusingInjuries: In his first appearance, he gets blown up by a stray cannonball. And it doesn't stop there.

* IrrevocableOrder: He ordered the Buster Call to Enies Lobby... by pressing the button on the Golden Transponder Snail. ''By complete accident.''

** Does this quite a few times as the situation on Enies Lobby deteriorates. His biggest one occurs when he figures out that not only did the Buster Call completely fail to eliminate the Straw Hats, but that he is now at the mercy of a ''very'' angry Robin, and that she gives absolutely zero fucks about being nice.

Rob Lucci is the strongest member of Cipher Pol #9, a top secret group of eight assassins tasked with various undercover operations for the World Government. He is calm and ruthless, even refraining from the EvilLaugh, a staple among One Piece villains. He and his group are masters of ''Rokushiki'' (literally Six Styles), a martial arts fighting style based on six different superhuman techniques, and he and the rest of [=CP9=] gave the Straw Hats some of their toughest and grueling battles yet. He has eaten the Cat-Cat Fruit (''Neko Neko no Mi''), Model: Leopard.\\\

He's expelled from [=CP9=] along with his co-workers after Spandam blames them for the failure of the Enies Lobby mission and also find shimself being hunted down by the Marines in order to be silenced. He survives this ordeal, however, and joins [=CP0=].

Among its membership now includes Stussy, who operates in the criminal underworld undercover as the "Pleasure District Queen".

** Kalifa has the sheep. She can surround her body with soap bubbles, resembling a sheep's wool, while with her arms she mimics the horns.

** Fukuro has the owl, his name literally means owl, and compares his sneak attacks to these of the owl.
** Nero has the weasel.

*** [[FingerPokeOfDoom Shigan]] (Finger Pistol): The user pierces the opponents or even walls with the finger, with the same power (if not more) of a gun shot.
*** [[RazorWind Rankyaku]] (Tempest Kick): The user kicks so fast that he can create blades of compressed air. Kaku specializes in this technique and, in his giraffe form, he can use it even with his tail or his neck.
*** [[FlashStep Soru]] (Shave): The user kicks off the ground ten times in a single second to move faster than the eye can track. Fukuro specializes in this technique.
*** [[NonchalantDodge Kami-E]] (Paper Form): The user's body becomes [[RagdollPhysics extremely flexible]] and can easily dodge attacks.

* EvenEvilHasStandards: Spandine, the group's former leader, is willing to shoot an unarmed man just because he ''might'' be a threat and give the order to burn an entire island to the ground, but he draws the line at killing (non-criminal) civilians and his own men, judging from his reaction to Sakazuki doing both. Unfortunately, his son seems to have inherited all his qualities ''but'' the standards....
* GeniusBruiser: Lucci and Blueno are notably perceptive. Kaku as well. Not to mention he is a genuinely good shipwright.
* KnightTemplar: Although they're [[BloodKnight Blood Knights]], maintaining peace at all costs comes first. [[spoiler:They became a little nicer after their defeat.]]
* LightningBruiser: Thanks to the Rokushiki, they're all fast, tough and hit hard, but a special mention goes to Lucci, Kaku and Jabra in their hybrid-form.
* LikableVillain: They may be ruthless government assassins, but their quirky personalities, [[TrueCompanions loyalty to each other]] and [[EvilIsCool sheer coolness]] makes them very difficult to hate. [[HateSink Spandam]] exempt, of course.
* TheMole: Lucci, Kaku, Kalifa and Blueno infiltrated in Water 7 to get Pluton's projects.

** Blueno when he realizes how much stronger Luffy's gotten since their last fight and later an even bigger one when he becomes the unlucky lab rat for the Gear Second.

** Kumadori as he witness the rise of Monster Chopper.
** Kalifa right before Nami's Thunder Lance Tempo pierces through her.
** Jabra right before Sanji puts a Flambage Shot to his head.
** Kaku right before Zoro handed him his ass.
** Lucci when he realized that Luffy's capable of beating him..
* PowerLevel: Fukuro estimates the strength of all the members in terms of Doriki (Exactly means "[[ExactlyWhatItSaysOnTheTin Power Level]]"). [[{{Mook}} Average Marine soldiers]] have a Doriki of about 10, a Doriki above 500 is considered [[CharlesAtlasSuperpower superhuman]]. Unfortunately, his son inherited all of his qualities ''but'' the standards.
