Wendy Mass, just another African-American woman in San Francisco, crosses paths with Monk when she serves as the only witness to a murder, a murder she claims was committed by Trudy's favorite singer, Music/WillieNelson. Unwilling to accept the explanation, Monk digs deeper and finds evidence that Mrs. Mass hasn't told the truth. She is the killer of "Mr. Monk and hRed-Headed Stranger."
