** Downplayed, as he is very loving and caring towards his children and knows what's right for them, but he can be dumb and immature at times. Justified somewhat by his being allergic to many materials commonly used in home repair.
** He may be more of a deconstruction of the trope than a proper Bumbling Dad. In some ways, he's certainly bumbling. But in most ways he averts this trope - he's a goofy ManChild who is often mothered by his wife, but he has few other glaring flaws and is genuinely helpful and supportive. Although goofy and often somewhat stupid, he's not actually incompetent. He also does allow for Claire to be the disciplinarian and rule-maker the majority of the time, but it's acknowledged both by him and the narrative that it's an accepted role. When things get really difficult he's fully capable of being an authoritative presence. And while his daughters often behave as though they don't respect him, they've shown many times that they care a great deal what he thinks of them and want him to have a good opinion of them.
** It's also a rare case where, even if you do think he's an idiot, he's not an incompetent father. He does very well in the role regardless of whether he's intelligent or not.

* HiddenDepths: Whilst Phil ''seems '' like a complete idiot, he is, ''' without a doubt''', one of the kindest people on the show, and is an amazing husband and father, subverting the typical [[BumblingDad 'bumbling dad' ]] role found on most sitcoms.
* InnocentlyInsensitive: He often accidentally insults his wife, either just by not defending her when someone else insults her, or by making comments about how she used to be so hot. Claire isn't exactly happy with it, but knows he doesn't mean anything. He's usually more childish than truly mean or evil.
* InTouchWithHisFeminineSide: Phil is very needy and emotional, much to his father-in-law's annoyance. He also has several "feminine" hobbies (for instance, he was a cheerleader in college.) However, he is definitely heterosexual, as his children found out when they walked in on him and his wife having sex.

* KindheartedSimpleton: He's nice, but he's not very bright, so he usually makes things worse trying to fix them.

* ShotgunWedding: It's eventually revealed that he and Claire decided to get married after learning she was pregnant with Haley.
