However, he still feels incredibly lonely because his former companions from the Howling Commandos are almost all dead and he dearly regrets that he missed out on a life with Peggy. The Russo Brothers in particular [[WordOfGod intentionally]] made Cap quite the RoundedCharacter; he's still [[NiceGuy a fundamentally good man]] [[HeartIsAnAwesomePower with a pure heart]] who despises bullies, but unlike in the comics Steve isn't above making some selfish decisions (though the franchise balances this out by showing how selfless he otherwise is), perform morally questionable actions and [[spoiler:[[IHatePastMe even gets annoyed at his younger idealistic self]] showing his CharacterDevelopment during the Avengers' Time Heist in ''Endgame'']].

But he still [[LawfulGood honors those rules:]] when he returns from singlehandedly rescuing the [=POWs=], the very first thing he does is submit himself for disciplinary action. The fact he doesn't turn himself in at the end of ''Civil War'' shows you how serious the situation is.
