A Korean career criminal and member of the Jujutsu underworld who works as a handler and middleman to arrange jobs for Curse Users. He's the man who gave Toji the hit on Riko Amanai on behalf of the Time Vessel Association. After the Association is taken over by Geto, Shiu is seen working with him instead.
