This is done not to [[spoiler:infect the President]], but to get him [[spoiler:placed in quarantine]], where he - and the rest of [[spoiler:the staff and patients of Washington Memorial Hospital]] can be the target of [[spoiler:a dirty bomb]]. ** Suleiman's complexity addiction is part of how Ryan figures out his ultimate plans. Knowing the first attack was a multi-step process, he realizes the [[spoiler:Ebola outbreak and the Cesium smuggled into the country]] are likely part of the same plan.
