After Superman lost his wife, child and adopted city in a petty scheme by the Joker, he fell into a spiral of rage that ended with his hand through the Joker's chest. But Lois Lane-Kent wasn't the only one who died that day; something inside Superman was lost and never came back. That was the catalyst for him taking a new, harder stance on crime and human error, vowing to no longer stand by while wars raged, crime ran rampant and no one made any effort to fix the situation. As a conflict of ideology raged between him and Batman for years, he and his supporters would eventually found a united Earth government with himself as leader, but Batman never stopped being a thorn in his side and finally he was deposed by his still fully-heroic counterpart from another universe. But that wasn't the end of Superman, or the One Earth Regime, and now they have returned to the field to stake their claim anew.

-->''The world's changed since Metropolis.''

After the fall of the Regime, Superman now remains a permanent resident of a prison built to contain and suppress the man of steel. Still grieving the loss of Lois and their unborn son, Superman maintains that peace can only be achieved through subjugation -- But as a new threat looms, can old enemies forge new alliances?

->Voiced by: Creator/GeorgeNewbern

* ActuallyPrettyFunny: Invoked verbatim by Supes after Green Arrow tells him that he'll give Superman "a sporting chance" after being told their fight will be a CurbStompBattle.
* AntiVillain: While he has regret for what he's done, he still firmly believes in a MightMakesRight philosophy. That being said, he recognizes the Society as a greater threat to peace than Batman's forces.
* BigEgoHiddenDepths: While occasionally he makes some mild SmugSuper boasts toward his opponents, his match intro and clash dialogue with Supergirl and [[MirrorMatch himself]] suggests he's not as confident in his abilities as he claims to be.
* BreakingTheBonds: In his two-liner intros, he starts in cuffs and breaks out of them before the second line. For bonus points, there's a Kryptonite crystal between the cuffs proper, meaning his power ''[[FightOffTheKryptonite should]]'' have been inhibited.
* EyeBeams: He can use his heat vision in combat, like a meter-burn blast during a command grab.
* IDidWhatIHadToDo: If what it takes to stop crime altogether is killing a few people, he's all up for it. And he just can't stand that the rest of the heroes don't want to go that far.
* MeteorMove: His new supermove has him punching his opponents into the air, punching them twice mid-air, catching them with a FacePalmOfDoom from which he pushes them them back into the ground.
* PaintItBlack: One of the palette swap colours for the no-longer-heroic Superman is black with white highlights, similar to his [[Recap/JusticeLeagueS2E11And12ABetterWorld Justice Lord]] costume.
* ParentalSubstitute: Ever since Damian joined the Regime, Superman has served as a mentor/father figure to him and this is reflected in the fight intros between the two.
* PrimaryColorChampion: Subverted. He still wears his red and blue suit but he is more of an AntiVillain than a straight-up hero.
* RedEyesTakeWarning: As a result of his EyeBeams, he can ominously make his eyes glow red.
* RoleReprisal: As before, he's voiced by his Franchise/{{DCAU}} voice actor.
* TookALevelInKindness: While Regime!Superman still believes he's in the right over ruling earth with the One Earth Government, his dialogue with Batman suggests he's at least grown more patient and less hostile towards those who disagree with him. Still, many of the lines he's spoken on trailers so far are SillyRabbitIdealismIsForKids, [[UtopiaJustifiesTheMeans Utopia Justified (and STILL Justifies) The Means]] or WithUsOrAgainstUs (even to his own cousin).
* WhatTheHellHero: Many of his opponents rightfully call him a KnightTemplar to his face for killing ComicBook/GreenArrow [[spoiler: and ComicBook/{{Shazam}}]] during his five-year reign.
* WithUsOrAgainstUs: Expresses a "me" version to Supergirl in the story mode.

-->''I punch above my weight.''

As a child Kara Zor-El witnessed the devastation of Krypton before she was sent to Earth on a mission to protect her infant cousin, Kal-El. Arriving on Earth decades too late, she discovered that grown-up Kal has been imprisoned. Still determined to protect her family, and its legacy, Kara will fight her cousin’s enemies as Supergirl.

->Voiced by: Creator/LauraBailey

* BlowYouAway:
** One of her moves has her spin in place, creating a vortex of wind that lifts her opponent into the air [[Franchise/MortalKombat Kitana]]-style.
** She also shares Superman's powerful breath, including the [[HarmlessFreezing ice breath]] variation. In addition to combat, she uses the latter for her character select intro.
* TheCape: She wishes to actually give people ''hope'' (and make them trust the House of El again), not be a WellIntentionedExtremist dictator.
* CuteBruiser: {{Lampshaded| Trope}} in dialogue with Atrocitus.
-->'''Atrocitus:''' You appear feeble.\\
'''Supergirl:''' [[BadassBoast I punch above my weight.]]
* DeadpanSnarker: She has her share of sassy dialogue, like commenting that Batman looks grumpy or comparing Atrocitus' BreathWeapon to baby spit.
* EyeBeams: Her special trait, allowing her to zap her opponents quickly, continuously, or all the way to Earth in her supermove.
* FlashStep: One of her moves is a [[Franchise/MortalKombat Scorpion]]-style "appear on opposite side of opponent" uppercut.
* TheHero: The trailers make it pretty clear that she will be the member of the House of El that is an actual example of TheCape for most of the game.
* HumanPopsicle: [[HumanAliens Kryptonian]] Popsicle, to be more precise. According to dialogue with Black Canary, she spent the past thirty years in cryo-sleep.
* IncorruptiblePurePureness: Batman tells Superman that he's glad Kara is "incorruptible."
* InstantCostumeChange: She uses her SuperSpeed to zip off and change clothes before the civilian glasses she takes off can even hit the ground. She even alters her hairstyle in the process.
* JackOfAllStats: She's described as well-rounded and plays similarly to her cousin, albeit with an emphasis on mobility and range.
* KickChick: While she does punch a fair bit, her strongest blows, including her uppercut and transition/wall-bounce attack, are done with kicks and her combos tend to include a kick or similar leg attack.
* LateToTheParty: From her perspective. She's only just arrived and the infant cousin she was supposed to protect is now fully grown and imprisoned for taking over the world.
* RapidFireFisticuffs: One of her moves is a swift barrage of fists followed by an uppercut.
* TheSlowWalk: Supergirl can use up her remaining character trait bar to shoot continuous EyeBeams at her opponent, slowly walking forward as she does so.
* TokenGoodTeammate: Among Superman's allies. She isn't joining him for personal gain or because she agrees with him being a KnightTemplar, but simply because [[ThickerThanWater he's family and he needs her help]]. If anything, the game seems to be setting her up to be a new hero in the vein of what Superman [[FallenHero used to be]].
* WrestlerInAllOfUs: She can perform a flight-assisted powerbomb.

[[quoteright:292:http://static.tvtropes.org/pmwiki/pub/images/wonder_woman_1.png]]
-->''Did I mention I'm an Amazon!?''

An exiled sister of Themyscira, Wonder Woman remains in hiding after the fall of the Regime. Still an ardent believer of Superman and his rule, Wonder Woman awaits her opportunity to strike back against Batman and free Superman from his imprisonment.

->Voiced by Creator/SusanEisenberg

%%* BadassPrincess: Formerly Princess of the Amazons.
* DarkActionGirl: Instead of being a superheroine, this Diana sided with the Regime and served as TheDragon to Superman.
* TheExile: After the events of the first game, presumably after being discredited by her main universe counterpart.
* MiniDressOfPower: Her main outfit resembles that of her [[Film/DCExtendedUniverse cinematic counterpart]].
* MsFanservice: She switched her pants from the first game with a skirt[=/=]loincloth.
* PrimaryColorChampion: Subverted. Much like Superman, her costume features primary colors but she is more of an AntiVillain than a straight-up heroine.
* RoleReprisal: As before, she's voiced by her Franchise/{{DCAU}} voice actress.
* ThrowingYourShieldAlwaysWorks: Part of her ultimate movie.
* TookALevelInKindness: Similar to Superman above, while her character bio in the official website states she still supports the Regime, her voice acting suggests that she no longer has as much hostility toward those who stand against the Regime.
* UndyingLoyalty: Remains loyal to Superman even in defeat.

-->''Let's get this party started.''

Victor Stone lost more than his friends at the tragedy of Metropolis, he lost his hope. His anger tempered his loyalty for Superman and he has remained eager to serve the Regime. With the world left unprepared for the looming threat, Cyborg may be the only one who can combat the technological threat of Brainiac.

->Voiced by: Creator/KharyPayton

* ArmCannon: He has one [[http://i.imgur.com/zRJMcw2.gif like]] Blue Beetle.
* BroughtToYouByTheLetterS: At least one of his outfits has a stylised "C" as a ChestInsignia.
* {{Cyborg}}: ExactlyWhatItSaysOnTheTin, having only half of his head still organic.
* RedEyesTakeWarning: He's a supporter of Superman's oppressive Regime and his default shader makes his cybernetic eye glow red.
* RoleReprisal: As with the first game, his voice actor from ''WesternAnimation/TeenTitans'' is back.

-->''Good and evil are not constants. They are defined by those with power.''

After the fall of the Regime, Black Adam returned to his home defeated and humiliated. Staying hidden from Batman’s watchful eye, Kahndaq has become a safe haven for the Regime’s remnants. There they await the day that together they can restore the Regime's rule upon the world.

->Voiced by: TBA

* BadassBoast: What he states to Supergirl.
-->'''Black Adam:''' "You are not my equal."
* ChestInsignia: Like Shazam, a lightning bolt.
* DarkIsEvil: He dresses primarily in black.
* FallenHero: He used to be the original wielder of the Power of Shazam, but lost his way.
* LightningCanDoAnything: Including turning your powers on and off.
* MightMakesRight: He's got the power of six gods; ''of course'' he deserves to rule.
* MonumentalDamage: His supermove involves smashing his opponent into an Egyptian pyramid, crashing through the roof with them, then blasting them with enough lightning to detonate the entire pyramid as collateral damage.
* WhatIsEvil: As seen in his quote, he believes good and evil are flexible when you have power.

[[quoteright:350:http://static.tvtropes.org/pmwiki/pub/images/robin_95.png]]
-->''I'm your only son, old man.''

Raised from birth by the League of Assassins, Damian Wayne has always struggled with Batman’s non-lethal code of honor. Now in direct opposition with his father, Damian seeks a new mentor in Superman -- whom he considers to be more of a father than Batman ever was.

->Voiced by: Creator/ScottPorter

* AntagonisticOffspring: He's still conflicting with Batman after the AccidentalMurder of Dick Grayson.
* BadassNormal: Robin mainly relies on his gadgets and sword skills to fight.
* BattleBoomerang: Uses a variety of birdarangs in combat, including SmokeOut markers and explosives.
* CoolSword: Wields a sword as his primary weapon.
* DominoMask: As per tradition for any Robin.
* InTheHood: His headgear consists of a domino mask and hood combination.
* SmokeOut: Robin can throw markers on the ground to smoke out from one location to another, and use the technique in his victory animation, leaving behind his sword.
