* YouHaveFailedMe: If you give him his stolen USB drive while disguised as a security guard, he'll fire his head of security[=/=]personal bodyguard for this reason and promote you to his place. This gives you a perfect opportunity to snuff him out.

* SnakeOilSalesman: He sells worthless products to people while claiming they can cure many diseases. This is the reason a hit is on him in the first place.

* KarmicDeath: You can kill him while disguised as the mailman, who he was planning to have be the latest victim of his scam.

The charismatic frontman for Atlantide, a MultilevelMarketingScheme based around selling bottled water with supposedly miraculous medicinal properties.

* MultilevelMarketingScheme: How he makes money with his quack products. Him and Vholes have been perfecting this scheme to an alarming level, causing a bamboozled customer to hire 47 to end the duo's scheme.

* DarkAndTroubledPast: Jorge had an abusive father, was forced to immigrate to another country in his teens, and got caught up with some dangerous criminals.

* TrappedByGamblingDebts: He left the US after owing a substantial amount of money to a local gangster due to bad bets and is implied to still lapse into this from time to time.

* LegitimateBusinessmensSocialClub: In addition to feeding his self-importance by making him look like a generous patron of the arts, his production companies are fronts that use big "prestige pictures" to launder his ill-gotten gains.

* DarkAndTroubledPast: He and his brother grew up in the middle of the cartel. Just after he was chosen as his father's successor, the military attacked the compound he lived in, killing his father and traumatising his mother. He moved in with his uncle and cousin in Chile until their death at the hands of 47. It's quite a rough childhood and goes a little way in explaining why he turned out how he did.

* DisproportionateRetribution: Bringing him to the hippo enclosure when the hippo's not up twice or running ahead as he tells you the story about his uncle's watch and he will order you killed, with the whole mansion suddenly becoming a tresspassing zone.

* HappilyMarried: Despite the occasional quarrel between the two of them, Rico and his wife seem to be on good terms, with Rico going as far as to get a tattoo of her on his neck.

* InformedAttribute: For someone who's called a tyrant he is rather tame. [[DownplayedTrope Fair enough]], he is rather moody but nowhere near as malevolent as some other targets in the series. [[ShowDontTell A lot of his behavior isn't also shown to the player]] and he has his moments of genuine kindness.

* EvilPlan: She poisoned Tyson with the intent of killing him, resulting in his illness coming back, and promptly ditched him from Steven. She then hires a server farm employee to steal information on a USB drive, only to have 47 steal it back in exchange for a discount. After offering Jason Portman money in exchange for his stake in [=MuchTalk=], she will attempt to remove him from his villa to access his computer. Once that's done, she'll meet with Steven to discuss using the information acquired to remove any global records of themselves from the internet. When she's alone, she'll then call a man named Pietro, whom she affectionately calls "darling", and tells him to meet her in Paris now that her plan is finished, indicating that Steven is also just a loose end.
* FailedASpotCheck: For a veteran con artist, she completely fails to realize that Steven had built his entire codebase with stolen pieces from Portman, ''the central figure in her plan to con Haven.'' As a result, Steven can't breach Portman's computer even with direct access and requires the USB Tyson has.

* SensualSlavs: Downplayed, she's a charming American of Russian heritage.

* NoCelebritiesWereHarmed: "Doctor" Vholes is a pastiche of various fraudulent medicine peddlers, though noticeably more low-profile than most.

With the occasional assistance of his younger brother Hector, and the full-time support of his uncle Fernando's adopted daughter Andrea Martinez, Rico Delgado quickly liaised with the Delgado family's connections and old smugglers, rebuilding the network from the ground up. To begin with, the trio focused on various types of contraband to keep under the radar and to build up a solid logistics network, but he soon got back into drugs as well. In 2009, Rico Delgado got in touch with his uncle's old chemist and brought him to Colombia and together they started a new production line, hidden away in the nearby jungles.[[/labelnote]]

While Franco didn't discover what happened to his father, he did manage to find some rather unsavory people. One of those people was Fernando Delgado, a wine maker of small repute and a known drug manufacturer who would often lend money to people in exchange for favors. Upon learning that Franco was a gifted chemist, Delgado told him he'd waive any debts in exchange for his services as a chemist. Franco agreed and found that his new vocation suited his needs very well indeed. He stayed with the Delgados until 2004 when everything was torn down around him. Franco, fearing for his life and suffering from severe PTSD, went into hiding but was brought back a few years later when Fernando Delgado's young nephew Rico, found him and brought him to Colombia. Franco was never quite the same, though.\\\
Franco has now been working with Rico Delgado and his partner Andrea Martinez for more than a decade. He has developed several new brands of cocaine for an ever-hungrier market and is considered a full partner in the Delgado Cartel. He still suffers from the occasional lapse into gambling but has managed to turn his focus more and more on running the manufacturing part of the business.[[/labelnote]]

Worried for her life, she fled Chile and ended up in Colombia with Rico Delgado and his brother Hector.\\\
Together, the trio started what would eventually become the reformed Delgado Cartel - quickly starting a new business and getting Martinez's hands dirty by creating a series of legal fronts for what would quickly grow into a substantial criminal empire.\\\

All but a few remaining Crows were not so lucky. Some legends have it he fought bravely as the gangster burned down the shack filled with children and young men. Others mention it was in fact Kale himself who killed the Crows. Whatever the truth is, Wazir Kale was subsequently initiated into the mafia and accepted his new position with an eye for revenge. A few years later, as he moved up the ranks, he was finally able to exert his revenge. He did so with an incredible fury, practically annihilating the local mob outfit. This event added fuel to his already legendary reputation and The Maelstrom was born.\\\
Post-carnage, Kale got out of Mumbai and ended up roaming around the Asian continent. Along with way, he picked up a rag-tag bunch of criminals whom he formed a sort of paramilitary unit. Together, they eventually ended up raiding commercial ships in the South China Sea, stealing transported fuel in highly coordinated hits and selling it on the black market. The pressure on Kale kept building as the constant obligations mounted. Each new raid forced him to find new waters, find new partners, relocate to another abandoned island. On top of that, the legend forged by the pirates who retired from raiding added more pressure than ever and gripped his crew in such a way that they began acting more carelessly, adopting more loose tactics and to some extent, chose more daring targets. They were, after all, with The Maelstrom. One night, while raiding the Hamsun Oil Freighter, a firefight ensued between the Maelstrom's crew and the ship's unexpectedly well-armed security force. Someone had tipped them off about the raid and the owner of Hamsun Oil had insisted that the pirates be dealt with - with extreme prejudice.\\\
While Kale survived, most of his crew did not and from the wreckage emerged a darker, more menacing figure. Wazir Kale was gone and all that remained was the Maelstrom. This was the dark time for Kale who had not only lost his way but also control of his outfit - all that remained was a desire to destroy, to tear down the bastions of rich Westerners who had brought so much injustice to every single member of his crew. And then, a light was lit in the far distance. One of The Maelstrom's surviving crew members contacted him and let him know that a man of great importance wanted to see him. While not an altruistic person, The Maelstrom saw something in what Grey was selling - a chance to find a new purpose. Several close calls and the final battle against the Chinese special forces during the Francis King raid, left her broken. Seeing The Maelstrom leave his people behind while he spiraled into madness was enough to push her over the edge as well.\\\
Shah has no memories of how she returned to Mumbai but when she finally came to, she was in the care of her now-trusted advisor Rima. Shah has, since her return, elevated herself to the assumed title of Queen of the Slums. She controls large portions of the city through her extensive network of information and controls the water and electricity supply to the slums. Those who oppose her reign end up dead in the gutters or the slums, often just to prove a point.[[/labelnote]]

After the incident, Rangan went back to Mumbai and got in touch with old associates. His flair for self-promotion and knack for financial crime earned him a chance to work as a Bollywood producer, a role he quickly warmed to. Working both as a mobster and film producer proved enriching for Rangan and he was doing well for himself when his old friend, Wazir Kale, The Maelstrom, arrived in Mumbai with a substantial bank account and plans to topple the secret leaders of the world.\\\
Rangan is a typical mobster, engaging himself in financial crime such as extortion, fraud, money laundering, insurance scams and gold smuggling. He is not above dishing out violence and behind his smile lives a sociopath who cares little for the lives of others. He will ruin everything he comes across if it serves his purposes, but he has managed to create a public persona that embodies nothing but positive qualities. He is well-liked by the general population because he has been able to spend other people's money on prestige projects that may do very little actual good but which have always managed to get him on TV and on magazine covers.[[/labelnote]]

Through his mafia connections, he gets wind of a suspected con artist who has been scamming wealthy bachelors out of millions before accidentally doing the same trick to a major player of the same brotherhood. A lengthy investigation eventually leads him to Ljudmila Vetrova but when he finally catches up with her, it feels more like luck than skill on his behalf. And so, he decides to learn from her. The two make a deal - she teaches him everything she knows about clearing her tracks and he doesn't hand her over to the brotherhood. It quickly becomes apparent Williams that the combination of their skills could vastly improve his company profile. All he needs is a world-class programmer.\\\
He finds that in Steven Bradley, a freelance programmer, who is currently living off the money from building a universal login tool a year earlier. Using that tool, albeit illegally, Bradley provides Williams and his company with extreme amounts of data from pretty much every social media and email account in the world.
