Arséne doesn't have a bond level at all like other dragons, and he will not appear in the dragon roost even if you acquire him. Instead, he is treated as if you have a maxed out bond with him right away with his stories unlocked on acquisition. In terms of regular gameplay, being summoned by Joker works more like Aldred's and Bellina's dragon drive or Tiki's transformation instead of the usual shapeshift for other characters.

* STatusBuff: Once maxed unbound he gives any and all adventurers Skill Damage +90%, no matter the element, alongside his +90% Skill Damage up if they're of the Shadow element.
