''The'' Captain William Kidd, a legendary pirate, depicted here as a hero. Searching the Southern Seas for his missing brother and nephew, William Kidd unintentionally picks up Doraemon and gang after they were accidentally teleported from the present to the Golden Age of Piracy thanks to entering a time portal. After some hijinks, Kidd managed to convince Doraemon to help him locate his brother and nephew, which they agree because they're stranded in the past and would need assistance to survive.

Jack's dolphin sidekick which he befriends while lost in the deserted island. But there's more to Ruffin than meets the eye.
* BigDamnHeroes: The ending has Nobita, Jack, Kidd and everyone else, including the slaves they liberated from Cash's hideout, escaping into the oceans as the CollapsingLair goes down behind them. In the nick of time, a herd of dolphins led by Ruffin arrives and saves everybody from certain doom.
* CoolPet: Belongs to Jack, and later saves Nobita and Jack while carrying them around rivers.
* FriendlyDolphin: This too.
* HeroicDolphin: One of the shinning examples in anime. He's a hyper-intelligent dolphin cop and secret agent from the 22nd Century investigating Cash's activities, and saves the heroes - as well as dozens and dozens of liberated slaves - in the climax.
* StrappedToAnOperatingTable: Briefly suffers this fate after he was captured by Cash's minions, with Dr. Clone about to fuse him ''alive'' with a GiantCrab as his "latest masterpiece". Thankfully Doraemon, Nobita and Jack barges in.
* TalkingAnimal: He can communicate with humans thanks to having a communicator chip in him, and understands humans perfectly well.
* UpliftedAnimal: Downplayed, Ruffin is one of the most intelligent dolphins from a 22nd Century marine facility, but he still needs to rely on human technology to become intelligent to the point of carrying out covert activities for the Time Patrol.

A billionaire from the 22nd Century who funds the creation of giant monsters, and the main villain of the picture.
* AintTooProudToBeg: Despite repeatedly mocking Doraemon earlier, the moment he's trapped in Leviathan's stomach with Doraemon and realize he's about to be digested alive, he ''begs'' Doraemon to save him.
* BigBad: The main villain of the story. A wealthy billionaire from the 22nd Century who deals with selling genetically-modified monsters to the black market, who escaped to the Golden Age of Piracy to continue his activities.
* DastardlyWhiplash: His two thin strands of hair on his 'stache really sells the "I'm so evil" look.
* DirtyCoward: The wealthy, all-too-powerful villain who enslaved hundreds and hundreds of innocent people in his mines, with plenty of monsters in his disposal, ends up breaking down and sobbing when he realize he's about to die.
* HornedHairdo: His hairstyle resemble two horns protruding from either side.
* HumansAreTheRealMonsters: The various monsters and abominations in this adventure turns out to be the result of Cash's activities, who intends to sell his abominations to the black market - and to facilitate his base of operations, have hundreds of pirates, civilains, and innocent people enslaved in his mines as labourers. The monsters may be scary, but they're mostly non-malicious and only driven into attacking everything in sight thanks to Cash having Dr. Clone implanting chips inside them.
* IrrationalHatred: Towards ''Doraemon'', of all people. After realizing he could trigger Doraemon's BerserkButton by calling him a "raccoon", he would repeatedly use this phrase to taunt Doraemon while having Doraemon locked in his cells. Later as the heroes managed to escape with the rest of the slaves, Cash decide to unleash the Leviathan to devour everyone, "''[[EspeciallyZoidberg especially that stupid blue racoon]]''"!
* IslandBase: His lair in Tomo Island, which houses his monstrosities ready to be sold to the black market, and with hundreds and hundreds of enslaved prisoners in the mines.

A wanted geneticist and biologist from the future, which Doraemon recalls was kicked out of the scientific community for his twisted experiments. He was recruited by Cash for creating the monsters and twisted experiments in their hideout in the past, before selling their creations in the future's black market.
* BaldOfEvil: A dangerous genetics expert who had interest of tampering with animal DNA to create monstrous abominations, and doesn't have a single hair on his head.
* TheDragon: The secondary villain of the picture, after Cash.
* EvilOldFolks: The oldest of the villains.
* EvilutionaryBiologist: He's the evil biologist whose team are funded by Cash to create various sea monsters and abominations, so they could be sold to the black market. He's ''proud'' of his creations, too.
* MadScientist: He sees the various abominations he created, and sent to destroy ships and abduct prisoners, as his own "masterpieces".
* NonActionBigBad: The scene where he tries defending himself spells it out the most: realizing William Kidd and the rest of the heroes have him cornered, he then grabs a nearby iv stand as an impromptu weapon... and ends up falling over with the stand collapsing on him.
* SkewedPriorities: He tried mutating Ruffin, only for Nobita, Doraemon and Jack to interrupt him, Nobita holding William Kidd's flintlock pistol on Dr. Clone telling him to release Ruffin. Realizing Clone isn't willing to comply, Nobita fires a shot and damages the control panel, short-circuiting the device holding Ruffin in place, and Clone then reacts in panic... not that Nobita is holding a pistol on him, but because his precious genetic mutation machine is damaged.

Cash's trump card and the most powerful of the giant monsters in his disposal. He's used as a guard to destroy ships near Cash's island, and Cash gleefully have the Leviathan destroy William Kidd's ship as the latter is ForcedToWatch.
* KrakenAndLeviathan: The latter. The Krakken also shows up, but in a tank and is nowhere as powerful as the Leviathan.
