For example, he shoots C.C. before she has a chance to shoot him and then triumphantly announces that he knew she couldn't shoot him because she loved him. An episode earlier, when he wants to manipulate Shirley, he tells her many half-truths, but also at least one flat-out untruth: that she wasn't sad that her father died and only pretended to be sad in order to steal a kiss from Lelouch. This isn't even an example of true FromACertainPointOfView; we know -- and since Mao can read minds, he knows -- that Shirley genuinely adored her father. Mao systematically and willfully uses confusion and deception in order to manipulate people (up to and including their own ruination) toward his own ends. Isn't that usually called "lying"?
** The untrue stuff you mentioned is probably SelectiveObliviousness, though, rather than outright lying; and anyway, there's nothing in the trope description of WillNotTellALie that says a character cannot tell half-truths; just that they can't outright lie. Oh, and he never actually suggests that Shirley ''didn't'' have a problem with her father's death. He says at first that Lelouch tricked her and killed her father, and then that Shirley only mentioned it to Lelouch because she wanted his sympathy. And again, SelectiveObliviousness.
