* VillainyFreeVillain: Technically, he doesn't do anything illegal beyond some minor felonies- even the one time he ''almost'' steals something he is guilted into returning it- and he mostly works within the system. He ''does'' try to blackmail Holt and Diaz over their sexuality, but that is treated as a throwaway gag as both had already come out. He is actually innocent of the most nefarious crime they suspected him of ([[spoiler:framing Jake for wrongful arrest]]), and is only a problem because he wants to maintain the status quo and resists change, and it's clear he's far from the only obstacle to this. He's a huge abrasive {{Jerkass}} true, but more like the personification of the problem than a true villain at the end of the day. Compared to all the other Big Bads of the show, he is probably the least overtly criminal.
