There was a lot of speculation he was intended to be a different character originally (a lot of bets were on [[Characters/Avengers70sMembers Wonder Man]], and he does look a '''lot''' like Exodus), but the truth was rather more mundane -- his creator Bob Harras just wrote himself into a corner, threw up his hands and gave up.
