He started off as an ordinary serial killer with no powers before eventually transforming himself into his more recognizable form. Following the New 52, he was re-invented as a more sympathetic TragicVillain who [[BeingEvilSucks hated being a criminal]], as opposed to his previous, more sociopathic portrayal.

The New 52 takes a lot more influence from the Franchise/DCAnimatedUniverse incarnation and his successors, turning him into a TragicVillain and one of the more sympathetic and at times even heroic members of the rogues gallery.
