!!Baron Heinrich Zemo

->''"I told you when we last met that this wasn't over, Captain. Now it is."''

The original leader of HYDRA, Baron Heinrich Zemo was infected and disfigured by the experimental Virus X during a battle with Captain America. Surviving into the modern age with the help of the mad scientist Arnim Zola, he seeks to destroy Captain America, not only to gain vengeance, but to use the super soldier formula to cure his disease.

* BadassGrandpa: Biologically, he's got the biology of a man in his 30s. However, he must be around 80 years old chronologically.
* BecomingTheMask: And in this case, the trope is ExactlyWhatItSaysOnTheTin. When Virus X falled on him, his mask became his actual face.
* BigBadWannabe: He's dangerous, cunning and strategic, but with just that he lacks the punch on his own to be a truly large threat.
** In "This Hostage Earth", he ''does'' come close to hijacking a part of Loki's plan and thus elevating his status, but is thwarted by Thor at the last second.
* ChronicBackstabbingDisorder: He even outplays Enchantress in this. In fact, he's so notorious for it that in [[spoiler:"Assault on 42", Cap won't even bother letting him out of his cell like the other villains because he knows he'll back-stab him sooner or later.]]
* CompositeCharacter: He's the original Baron Zemo, but his costume and skills are taken from his son, Helmut.
* DangerouslyGenreSavvy: He realises that Enchantress will turn on him, and for this reason he promptly puts her under mind control as she is summoning Loki's Asgardians.
* EmpoweredBadassNormal: He's not quite superhuman, but he's been "evolving" his body through the help of Arnim Zola, making him more than a match for Captain America.

* MasterSwordsman: A sword is his main weapon.
* MythologyGag: His appearance in a flashback in "Living Legend" is his costume from his first appearance in the comics.

->'''''Giant Man''' "Simon! I'm glad to see you up and about, but what are you doing with these people? You're a good man. You don't want any part of this!"''
->'''''Simon AKA Wonder Man:''' "I don't have any choice. [[LegionOfDoom They're]] the only reason I'm even alive. And if I want to stay alive, [[NecessarilyEvil I do what they say!]]"''

A scientist and industrialist, Simon Williams found his company being bought out by Stark Enterprises. Thinking Tony Stark wanted to ruin his life, he gave into his brother, Eric's (aka the Grim Reaper) temptations, and allowed himself to be transformed into a being of ionic energy by MODOC and A.I.M.. With his new found power, he attacked Tony Stark, only for his body to end up dissipating before he could be saved. However, he was revived by the Enchantress's magic, in exchange for helping to destroy the Avengers.

->Voiced By: Creator/PhilLaMarr

* HeelFaceTurn: [[spoiler: Finally ditches Zemo and his group during "Acts of Vengeance".]]
* [[spoiler:HeroicSacrifice: Sacrifices himself to destroy the dangerous Muspelheim Norn Stone.]]

* RevengeBeforeReason: He's willing to let MODOC experiment on him just to get back at Stark.
* ScrewThisImOuttaHere: In "This Hostage Earth", Black Panther convinces him that his is a lost cause, considering who he works for, [[spoiler: and the fact Earth is on the brink of being invaded by Loki's forces]], and Wonder Man deserts the battle.
* SizeShifter: Can change his size two whatever he wants.
-->'''ComicBook/AntMan''': You can expand the ionic energy field? That's ''amazing!''
-->*Gets punched in the face by Simon*
* TokenGoodTeammate: He's the only one that isn't overly murderous or manipulative, and he's blackmailed onto the team.
* TragicVillain: Doesn't particularly want to be a villain, but will die if he stops working for the bad guys.

A Russian super-criminal who has a personal vendetta against Iron Man.

->Voiced by: Chris Cox
->Fist appearance: "Iron Man is Born!" (Micro-Episode: "Nick Fury, Agent of S.H.I.E.L.D.")
->Member since: Some time in between "Everything is Wonderful" and "Gamma World"

* AllThereInTheManual: His real name hasn't been spoken on the show, but according to his bio in the tie-in comic, [[Film/IronMan2 it's Ivan Vanko and his grudge against Iron Man stems from something that happened between his father and Tony's dad, Howard.]]
* {{Archenemy}}: To Iron Man
* CompositeCharacter: Wears bulky armor ala Gennady Gavrilov and, as mentioned in "All There in the Manual", has elements of already-Composite Character (of Whiplash and Crimson Dynamo I) Ivan Vanko from ''Film/IronMan2''--his real name and motivation for his grudge against Iron Man.
** DecompositeCharacter: In essence since, as noted, he's Ivan Vanko from ''Film/IronMan2'', only without any of the Whiplash elements.
* EvilCounterpart: To Iron Man
* GatlingGood: His hands on the suit can transform into gatling guns.
%%* GeniusBruiser
* MotherRussiaMakesYouStrong: More like Mother Russia built your [[PoweredArmor giant robot suit]].

* [[HeroicSacrifice Villainous Sacrifice]]: He is sent off to try and delay Enchantress and Executioner, while the others try allying with the Avengers. He doesn't do too bad a job, but eventually they get the better of him. Fortunately, Iron Man and Hawkeye intervene.
** UngratefulBastard: Turns on them anyway, when Zemo orders them to.

->''"I'll always beat you Hulk. I'm better than you in every way!"

A British soldier who succumbed to gamma radiation to become a monstrous supervillain. He was imprisoned at The Cube until the breakout, and went on to work for the Leader. He later was recruited in the Masters of Evil.

->Voiced by: RobinAtkinDownes
->First appearance: "Hulk vs. The World" (Micro-Episode: "This Monster, This Hero")
->Member since: "Gamma World, Part 2"

* {{Badass}}: He gets ''some'' moments, despite being kicked around. Case in point, ''"Assault on 42"''.
* TheBrute: As big as Hulk.
* [[CoDragons Co-Dragons]]: To the Leader, along with Absorbing Man.
** TheDragon: Resumes duty to the Leader back in Prison 42.
* CommanderContrarian: To Zemo in the Masters. Though he seems to be very loyal to the Leader, even delaying his own escape from Annihilus to help Leader escape as well.
* CompositeCharacter: His head and coloring is based on the comic book Blonsky, the overall design of the rest of his body resembles Rick Jones as A-Bomb, and his bio on the show's website and in the tie-in comic state he's a British soldier like his incarnation in the movie, ''Film/TheIncredibleHulk''.
* EvilBrit: Well, he speaks with a British accent.
* EvilCounterpart: To Hulk.
* [[FishPeople Fish Person]]: His head is fish-like, but the rest of him is more reptilian.
* GeniusBruiser: Unlike the Hulk, he retains his original personality - complete with military training.
%%* NamesToRunAwayFromReallyFast
* OnlySaneMan: In the Masters. He's the only one to suggest just killing the Avengers while they got the chance.
* TalkingIsAFreeAction: That's what he ''[[PunchedAcrossTheRoom thought]].''
* UnderestimatingBadassery: He does not think Ant-Man is a threat at all. When he arrives, Ant-Man destabilizes Wonder Man's enegery form, causing him to disperse and he then takes out Abomination by kicking him out of the building and into the cavern ceiling of underground base.

[[folder: Arnim Zola]]
!!Arnim Zola
->''"I am the finest bio-engineer on the planet, and over the years I have learned one important thing. Every problem has a solution."''

A geneticist, Arnim Zola served as a scientist for HYDRA. Surviving into the modern day as an enormous, bizarre hybrid of man and machine, he continued to serve Baron Zemo, helping him transform his body and survive the affects of Virus X. Once incarcerated in the Big House, he is now free to unleash his creations upon the world again. Later served as the resident non-combatant scientist for the Masters of Evil.

->Voiced By: Grant Moninger

* {{Cephalothorax}}: Except his face is just a computer screen. He has no real flesh body, only a digitized mind that he can transfer into his robot body.
%%* EvilutionaryBiologist
* DangerouslyGenreSavvy: Played with when the Enchantress hunts down the Masters of Evil, she overpowers and nearly kills all of the ones she finds. When she gets to Zola, he reveals that he knew she hunted all of them down, and he wouldn't cut deal with her because he knew she'd just try to kill him anyway (he also suspects, rightly so, she and the Executioner murdered the Grey Gargoyle). He also set a trap using the Doughboy, and catches the two. [[spoiler:The subversion comes when they break out of the trap. Things went down hill for him.]]
%%* GeneticEngineeringIsTheNewNuke
* KilledOffForReal: Maybe. Iron Man does not say that Zola is necessarily alive, as he did for Chemistro and Living Laser. But, considering Zola is a transferred consciousness in an artificial cloned body, how "alive" or "dead" he is is somewhat of an open issue..

!!Other Members

By the time the Masters of Evil gained the Norn Stones, they recruited three other supervillains: Living Laser, Chemistro, and the Grey Gargoyle.

->Voiced By: Creator/NolanNorth - Living Laser and Chemistro; Creator/TroyBaker - Grey Gargoyle

* {{Archenemy}}: Living Laser ''really'' hates Iron Man. It's one-sided, however.
* ButtMonkey: Chemistro.
* ElementalPowers: Chemistro's alchemy gun. Specifically, it can transmute any substance into another form of matter.
* EnergyBeing: Living Laser
* FrickinLaserBeams: Living Laser. [[ShapedLikeItself Surprise]].
* HollywoodAcid: Chemistro's gun can melt objects with acid.
* LightIsNotGood: Living Laser is made of pure light energy.
* MinorInjuryOverreaction: Chemistro was brought in as a counter for Hawkeye, for whom he held a personal grudge (like most of the other members and their counterparts.) His grudge? Hawkeye punched him in the face (during the breakout in the first episode).
** [[ButForMeItWasTuesday Hawkeye didn't even remember it.]]
* PoweredArmor: Chemistro
* TakenForGranite: Grey Gargoyle can turn anyone he touches to stone.
** Chemistro is frozen in gold by Amora, as part of her revenge spree against the Masters of Evil.
* WickedCultured: Grey Gargoyle spends his time in his cell drinking tea in his rather posh surroundings. He is French, after all.
* YouHaveOutlivedYourUsefulness: Enchantress and Executioner do this to [[spoiler:Grey Gargoyle]], and later to the other two in "Acts of Vengeance".

* [[spoiler:HeelFaceTurn: He seemed pretty close to doing this when he helped the Avengers fight the Annihilation Wave and learned from Thor that Amora was imprisoned and possessed by Surtur, agreeing to help his fellow Asgardian when the time came. But since "Assault on 42" was the last episode that he appeared in and the Surtur story became an AbortedArc, nothing came from it.]]
* NamesToRunAwayFromReallyFast: The ''Executioner.''
* SilentAntagonist: Never makes a sound.
* UndyingLoyalty: Seems to be extremely loyal to the Enchantress, as he always does what she tells him, never questions her and even uses himself as a shield for her when she's in actual danger.
* TheVoiceless: He literally has no voice actor. He never even makes grunts or battle noises.

!!WonderMan/Simon Williams

->Voiced By: Creator/PhilLaMarr
->First appearance: "Everything is Wonderful"
->Member since: "Everything is Wonderful"

* AntiVillain: [[SlidingScaleOfAntiVillains Type II]].
* EnergyBeing: Turned into one by A.I.M.
* FlyingBrick: {{Flight}}, SuperStrength, [[SizeShifter Growth]], [[HandBlast Hand Blasts]].
* GeniusBruiser: An inventor who can fight the Avengers to a standstill.
* GoneHorriblyRight: His transformation only succeeded because one of MODOC's mental bolts struck the beam being used on him, changing the variables.
* HeelFaceTurn: [[spoiler: Finally ditches Zemo and his group during "Acts of Vengeance".]]
* [[spoiler:HeroicSacrifice: Sacrifices himself to destroy the dangerous Muspelheim Norn Stone.]]
* [[spoiler:KilledOffForReal: Since his HeroicSacrifice is the last we see of him, this can be safely assumed.]]
* NecessarilyEvil: The only reason he's with the Masters of Evil is because [[spoiler:he thinks]] they are keeping him alive. He doesn't want to be a villain otherwise. (Unless it involves attacking Tony Stark).

->Voiced by: Chris Cox

* {{Archenemy}}: To Iron Man
* CompositeCharacter: Wears bulky armor ala Gennady Gavrilov and, as mentioned in "All There in the Manual", has elements of already-Composite Character (of Whiplash and Crimson Dynamo I) Ivan Vanko from ''Film/IronMan2''--his real name and motivation for his grudge against Iron Man.
** DecompositeCharacter: In essence since, as noted, he's Ivan Vanko from ''Film/IronMan2'', only without any of the Whiplash elements.
* EvilCounterpart: To Iron Man
* GatlingGood: His hands on the suit can transform into gatling guns.
%%* GeniusBruiser
* MotherRussiaMakesYouStrong: More like Mother Russia built your [[PoweredArmor giant robot suit]].
* MiniMecha: The suit is about twelve feet tall and has all [[GatlingGood kinds]] [[BeamSpam of]] [[MacrossMissileMassacre weapons]].
%%* ThirdPersonPerson

->Voiced by: RobinAtkinDownes

* EvilCounterpart: To Hulk.

->Voiced By: Grant Moninger

->Voiced By: Creator/NolanNorth - Living Laser and Chemistro; Creator/TroyBaker - Grey Gargoyle

* {{Archenemy}}: Living Laser ''really'' hates Iron Man. It's one-sided, however.
* ButtMonkey: Chemistro.
* ElementalPowers: Chemistro's alchemy gun. Specifically, it can transmute any substance into another form of matter.
* EnergyBeing: Living Laser
* PoweredArmor: Chemistro
