In the beginning it was just Ward Abbott who was behind Project Treadstone, but as the series goes on it becomes Abbott, Ezra Kramer, Noah Vosen, Albert Hirsch, Eric Byer, and Robert Dewey, all of whom were involved in the conspiracy in some way.
* Cyrus "The Virus" Grissum and Nathan "Diamond Dog" Jones in Film/ConAir. Nathan is technically taking orders from Cyrus, but they both have equal authority and Nathan admits he is only doing so for the time being.

* Film/TheCreepingTerror reveals that .
* In Film/TheDarkKnightRises, Bane and are either this or ; the movie allows a multitude of interpretations. Although ComicBook/Catwoman appears, she isn't part of the BigBad club by any means.
* Film/DjangoUnchained has Calvin Candie and his head slave Stephen.
* It's heavily implied that the crime syndicate in Film/Drive2011 is run jointly by Bernie and Nino, though both aren't always aware of the other's actions.
* Film/EarthVsTheFlyingSaucers has the two unnamed leaders of the AlienInvasion.
* Film/Freaks has Hercules the strongman and Cleopatra the trapeze artist.
* Deckard Shaw and Mose Jakande from Film/FuriousSeven.
* James [=McCullen=] and The Doctor in Film/GIJoeTheRiseOfCobra.
* Franchise/Godzilla:
** Film/GodzillaVsGigan has both Gigan and King Ghidorah as the Kaiju villains. Gigan would return to team up with Megalon in Film/GodzillaVsMegalon.
** The two MUTO monsters from Film/Godzilla 2014 are more or less this, though the female is arguably the bigger threat (and literally the bigger monster) as she carries with her thousands of baby monsters and is the most protective of them.
* are revealed to be this at the end of Film/AGoodDayToDieHard.
* Film/HardcoreHenry: Akan and .
* Film/Hercules 2014: .
* Film/TheHitmansWifesBodyguard has Aristotle Papadopoulos, the terrorist leader trying to shut down Europe, and , his head of security. The two are also confronted at the same time in the climax: Aristotle by Kincaid and Sonia and Senior by Bryce.
* and in Film/HotFuzz.
* In Film/HudsonHawk the main villains are Darwin and Minerva Mayflower, the world's richest, most evil, most obnoxious couple.
* Film/IndianaJonesAndTheLastCrusade has Walter Donovan and Elsa Schneider. One may argue that Donovan is the true villain here but both he and Elsa manipulated the Joneses and Elsa was the last one standing out of the two.
* The Film/JamesBond film series is fond of this trope:
** Subverted in Film/TheManWithTheGoldenGun. Hai Fat imagines he is this with Francisco Scaramanga, but Scaramanga proves him spectacularly wrong.
** Kamal Khan and General Orlov in Film/Octopussy.
** General Georgi Koskov and "General" Brad Whitaker in Film/TheLivingDaylights.
** Elliot Carver and General Chang in Film/TomorrowNeverDies are implied to have this kind of relationship, but in practice Chang is a MinorMajorCharacter who only physically appears in one scene for less than 5 seconds. As far as the plot is concerned, Carver is the sole BigBad.
** Elektra King and Renard in Film/TheWorldIsNotEnough, though Elektra is the true BigBad of the film with Renard being TheDragon, albeit with Renard being very plot-relevant throughout the film and being Elektra's love interest.
** [[spoiler:Max Denbigh and Ernst Stavro Blofeld]] in Film/Spectre. The latter is dominant, but the success of the EvilPlan depends on the former and each has a different reason to want it to succeed (the former is a WellIntentionedExtremist, the latter a straight-up villain). The two are confronted at the same time: the latter by Bond and the former by M and Q.
* Film/JungleCruise: Prince Joachim and are the main villains.
* Film/JustBeforeDawn: The murders are committed by .
* Film/KamenRiderXSuperSentaiSuperHeroTaisen has Dai-Shocker from Series/KamenRiderDecade return under the leadership of an alliance of various past Franchise/KamenRider Big Bads and other major villains (which includes General Shadow, Shadow Moon, General Jark, N-Daguva-Zeba, Arch Orphnoch, Joker Undead, Gryllus Worm, Bat Fangire, Weather Dopant and [[spoiler:Narutaki, in the guise of Doktor G]]). Then at the end of the movie, the two groups team up.
* Its sequel movie Film/KamenRiderXSuperSentaiXSpaceSheriffSuperHeroTaisenZ features a much narrower Duumvirate between Shadow Moon, leader of Space Shocker, and Reider of the Space Crime Syndicate Madou, who are both working to revive Madou's leader Demon King Psycho.
* Eddie Arkadian and Sho'nuff the Shogun of Harlem in Film/TheLastDragon.
* Film/Lockout: Alex and Hydell, the pair of prisoners who lead the riot and are brothers. Between the two, Alex takes center stage as the man with the plan much more often, but Hydell is so utterly psychotic that he's a much bigger threat because of his wanton murder and destruction.
* Torrez, Senator Mc Laughlin, and Von Jackson in Film/Machete.
* Film/TheManFromNowhere: Man-seok and Jong-seok are two brothers who run a drug-and-irgan trafficking ring.
* Film/MeatballMachine has .
* Boris and his 1969 self (thanks to TimeTravel) in Film/MenInBlack3.
* Jeff and the White Ninja in Film/MiamiConnection.
* In Film/MissionImpossibleFallout, once it's revealed that the BigBad group turns out to be two people: Solomon Lane and , who are not associated beyond their deal: helping Lane inflict a FateWorseThanDeath revenge on Ethan, in exchange for Lane helping carry out his plan to irradiate 1/3 of the world's water supply, and neither is really taking orders from the other. Both of them are also confronted at the same time in the climax. Benji and Ilsa have to fight off Lane to diffuse the bomb he's guarding (with Luther and Julia already working on diffusing the first bomb back at the medical camp) while Ethan tries to stop from escaping with the detonator.
* In Film/OzTheGreatAndPowerful, Evanora, The Wicked Witch of the East, and her AxCrazy sister, join together to try and take over Oz, and kill Glinda the Good.
* Film/ThePeopleUnderTheStairs: Mommy and Daddy Robeson, a duo of depraved child kidnappers.
* Some of the Franchise/PlanetOfTheApes movies get into this, playing the EvilVersusEvil version of the trope.
** Film/BeneathThePlanetOfTheApes has General Ursus, a militaristic gorilla demagogue leading the apes to war against the human mutants, led by SinisterMinister ApocalypseCult leader Mendez XXVI. Both leaders are presented as pretty bad, with the more noble characters trying to PreventTheWar and
** Film/BattleForThePlanetOfTheApes, set earlier and in a different timeline where the future seen in Beneath might still be possible to avert, echoes the other film's central conflict. This time, the war is started by the human mutants, led by Kolp, a former PunchClockVillain turned apocalypse-maddened warmonger (with Mendez I appearing as his TokenGoodTeammate). At the same time, among the apes, TreacherousAdvisor General Aldo is planning a coup against Caesar, the (mostly) Good King.
* Miraz, Glozelle, and Sopespian have elements of this in Film/PrinceCaspian- Miraz is dominant, but he is forced to (grudgingly) rely on the other two. The three have elements of this dynamic in the book as well, though the movie gives all three more screen time and therefore emphasizes it more.
* In Film/ThePrincessBride, after BigBadWannabe Vizzini is killed off unceremoniously, the focus shifts onto a duumvirate of TheEvilPrince Humperdinck - a SmugSnake DirtyCoward - and his trusted advisor, Count Rugen - an brilliant but psychotic alchemist. Technically, Humperdinck is the clear boss, but the story puts around as much narrative weight on Rugen, who is probably more dangerous than the prince; he's definitely smarter and seems to be a much better sword-fighter. Rugen also has a personal history with one of the heroes, and his death scene is one of the most satisfying moments in the movie, while Humperdinck . We hate Rugen, but we feel contempt for Humperdinck.
* Clarence Boddicker and Dick Jones from Film/RoboCop1987. While Boddicker is technically working for Jones, his position and connections as a crime boss in Detroit put him on near equal footing in power with Jones as the vice-president of OCP. As well, Jones is a NonActionBigBad handling corporate politics while Boddicker serves as the main muscle with his gangs on the street.
* Film/Scream1996 has the various main characters being stalked and killed by Ghostface, who turns out to be an alias shared by . While this isn't the only time a film in the Film/Scream franchise had more than one killer, it is the only one where the villains are on equal footing.The BigBad of both Film/Scream2 and Film/Scream4 had an accomplice they were planning to use as a scapegoat from the very beginning. [[spoiler:In fact, the third film is the only one where the killer isn't actually two characters sharing the Ghostface costume. * Peoples Hernandez and Walter Wade Jr. in Film/Shaft 2000.
* In Film/TotalRecall1990 there's Vilos Cohaagen and , who formulated the plan to take down the Mars Resistance together.
* Film/TransformersFilmSeries:
** Megatron and [[spoiler:Sentinel Prime]] in Film/TransformersDarkOfTheMoon. Though by the end of the move, it's clear that is the one calling the shots; as Carly points out, Megatron is "'s bitch."
** Lockdown and Harold Attinger in Film/TransformersAgeOfExtinction, both working together to fulfill their own separate agendas.
** Film/TransformersTheLastKnight has Megatron forming one once again, this time with Quintessa to .
** Film/Bumblebee has Shatter and Dropkick, two Decepticon hunters that are hunting scattered Autobots, eventually tracking Bumblebee to Earth where they manipulate Sector 7 into aiding them in his capture.
* It is unclear if Darren "Wall Street" Bettencourt was TheDragon to Mr. Kwai in the first of Film/TheTransporter movies, or if it was an example of this, with Kwai as the more senior partner.
