No matter how bad the world gets, he will ''never'' be willing to make that step. It also [[FridgeBrilliance sheds a new light on something he said towards the beginning of the movie]]: ''SHIELD takes the world as it is, not as we would like it to be.'' While [[spoiler:Pierce]] is willing to take the easy way out and forge an "ideal" world at such a huge cost, but Fury isn't.
