I'd like to ask, would the Space Pirates from the Metroid series fit this trope? They're unethical, use their own as test subjects, and produce a lot of Cool, but Inefficient tech. A number of the scans from Metroid Prime show just how unethical their experiments get.
Crowley: No, because while the Space Pirates do conduct experiments, they all have one purpose: to help their goal of galactic conquest by developing new and better weapons, rather than For Science!.
