Seven Seals: There's no absolute line, but mini-series tend to have much longer episodes (often almost movie length) and they tell one long story with an overarching plot and themes. A short TV show of the kind discussed here typically has neither of these aspects.
Someone Else: This statement is actually nonsense. It only tends to be comedies that last six episodes.
