The only place this is prevalent is in the 'main quest' and storyline, which needs some work and additional development.
In terms of mechanics, functionality, and actual stuff to do, this is a full game.
Starsector aims to offer exploration, ship combat, colony management, and a bit of quest work all in one convenient package. It succeeds. Ship combat is the most developed and intricate part, with a fairly capable AI that allows for very good fleet tactics and a lot of fun. Exploration is more random, given the way the game generates a new sector for each new playthrough, but is nonetheless rewarding. Colony management, which is more of a late game thing, is slow and mostly there for infrastructure reasons, aka supporting your late game fleet so you can go and have really huge fights.
It's easily moddable, with a lot of settings just in a text file so you can fiddle with them as you like. Other mods are available despite it's 'alpha' state.
Considering the amount of playtime I have for only $15 of content...this game is a must if you like seeing ships blow up, building fleets, and doing crazy stuff.
