I feel like this is a recreation of a TV show or something using TF2, but I'm not sure what, if any.
For an animation made in 2008, it's alright. Plays like one of those old-timey comedy shows, complete with a slightly low-quality resolution (the high-quality version's link appears to be down).
Main focus would be nostalgia and the audio, so don't watch it expecting Winglet-style extravagant animations.
