This fic is one of my top favorites of all time. I absolutely love it. Everything from the characters to the plot to the political intrigue is amazing. I could see it fitting into canon with the exception of a few moments (and those "non-canon" moments make the fic even better since I didn't see them coming.)
Finnick is a fascinating protagonist to follow. Even though I knew that he would survive his Game, I was on the edge of my seat the whole time. The author writes suspense very well. Finnick is fourteen when he goes into the arena, so we get to see him grow up in the political mess of the Games. He learns fast to try to keep himself and his loved ones safe, and its heartbreaking when he fails. I particularly enjoy Finnick's interactions with Snow because you're not entirely sure Snow's falling for his act. The genre may say romance but I'd label it a suspense novel or political thriller.
