That\\\'s not at all what I wrote. What I wrote is that this is only in reference to the American part of their budget. It is NEVER said that they are SOLELY funded by the USA, despite your assertions.

As you say, a US military unit would be led by an American, and it is - But the book itself, chapter 1, points out that it almost wasn\\\'t the case - Rainbow\\\'s leader was almost british, before the Brits decided to make this concession to the USA. Furthermore, this US operation has more British Members than any other country (Again, chapter 1). And lastly, the operation is described by the man who came up with it as a \\\'\\\'multinational outfit\\\'\\\', not \\\'\\\'A secret US Operation with some other dudes\\\'\\\'.

Lastly, this is a conversation between Paul Bellow, one of the member of Rainbow\\\'s intelligence wing, and some other dude (Emphasis mine). It\\\'s in chapter 28 if you want to check for yourself.

He asks the President because, as Chapter 1 points out, Rainbow doesn\\\'t have a clear chain of command above Clark. So Clark would naturally default to asking people from his own military when the situation is not clear.
