Either way, Kyurem was never intended to be a villain and that there was a reason WHY he chased after Keldeo and attacked the city.

Kyurem is a BloodKnight, a creature that enjoys battling. But, he also has a sense of honor. He was willing to end the fight when Keldeo chose to lose the fight in order to save his friends. Nowhere in the film does it ever state that Kyurem is supposed to be a villain, just that defeating him in battle is the final test of becoming a Sword Of Justice. There are clear reasons in the film as to why Kyurem chased after Keldeo and why he attacked the city. He hates cowardice and doesn\\\'t trust humans (A trait found in many Legendaries in the Anime).
