He has those qualities, true, but he falls short of the ideal because 1. Jack is a massive hypocrite. 2. Jack is actually a very needy person who really wants other people to confirm how great he is, to the point of reacting violently to rejection e.g. Moxxi and Angel) and building his own city to worship him after he kills everyone. Which rather kills the independent image of the concept.
