Maybe not in itself, but yanking cash from the city that shut him down as part of his revenge does. Particularly since your average city, corrupt or not, does \\\'\\\'not\\\'\\\' have that much cash to spare.

As for the initial funding: The case was apparently in the news. (The giant bull going berserk probably assured it for that day, at least.) Once the final decision was handed down, the Bat / DCAUverse has plenty of villains able and willing to pay cash for Farmer Brown\\\'s \\\'\\\'assistance.
