We see the test subjects Dr. Saleon has experimented on, and have to put them down after he turned them into mindless monsters. I’m actually on the fence about whether or not the Batarian slavers from Mindoir should be allowed on. We get a brief overview of their deeds but it isn’t as in-depth as the step-by-step description of the workings of the Teltin Facility, as told by Jack. The fact that we actually see videos of Teltin workers coldly condemning children to death helps establish their status.

Don’t get me wrong, Vido is bad but it’s just that nearly every mercenary in MassEffect comes across as a PsychoforHire. Capt. Enayla, who you run into on Miranda’s loyalty mission, kills an innocent asari transportation worker as she’s running away for no reason, kills Niket after you’ve convinced Miranda to spare him, tries to kidnap a girl and return her to an abusive father, and threatens to kill any of her own people who try to run away. Each of the Eclipse Sisters on Illium have to murder someone in order to gain admittance into their group, with Elnora, their newest recruit, even laughing and boasting about murdering a volus. They smuggle criminals off world, and also keep a volus captive, exposing him to highly toxic drugs and laughing about how high it makes him. Garm sees his vorcha soldiers as nothing but cannon fodder, and, if you bring Grunt along on Garrus’s recruitment mission, will blow one’s head off for no other reason than to prove a point to your krogan companion.

Anyway, if you really want to argue for Vido being added, there’s an official forum discussion you can take it to. The people there argue the validity for which character counts as a CompleteMonster, and decide who gets added. There’s a link to it in the topic above this one, but I should warn you they’re trying to cut back on examples.
