Theism does because, often, the central deity in theism proclaims some sort of moral code its followers are supposed to follow. Abrahamic religions, for example, have the Word of God as encoded in the Bible. It\'s a central tenet that those words, while written by people, are divine in origin.

But in atheism, there is \\\'\\\'no central deity.\\\'\\\' There\\\'s nothing to giving them instructions. So how can they base their beliefs on something that isn\\\'t there?
