Nabiki has done far far worse than that, and you know it. Casually arranging the death of a rival while play-acting feigned distress, ruining her family, breaking the heart of her sister for fun, blackmailing anybody with a crush on her for all they are worth, swindling an amnesiac, framing Ranma for rape, or selling her as a triad casino slave is nothing to Nabiki. She has consistently been completely flippant, false, and ingratiating about it as well. She really is the very definition of a genuinely evil person as it works in real life. Identifying too strongly with her is not a good idea. As for Shampoo, she will literally cheerfully give a friendly smile while assassinating a gagged and bound opponent, and also plays sadistic games or attempts to brainwash Ranma with the same cheerful attitude.

To MagBas: As for Nabiki and Juri, they look similar, and have strong sadistic and power-hungry traits, but I agree that Nabiki is more like a mixture of Juri and Crimson Viper. That part is not such a big deal. It was just idle \

She is much softer in the anime however, and I agree that she does not seem to qualify as genuinely evil here, but we already mentioned that this counterpart seems neutral on the page.
